Speaking during a concession speech to a crowd on Monday, Gil Penalosa applauded the success of his campaign team despite the limited resources that they had, and suggested that his ideas are still open to re-elected mayor John Tory. “Sometimes I’m called a dreamer,” Penalosa said. “But the reality is, I’m a dreamer because if I don’t dream the impossible, we cannot really do the possible.”
