At a Dallas news conference on Tuesday, Texas Gov. Greg Abbott signed a State Disaster Declaration covering 23 counties impacted by heavy winds, rainfall and floods. Dallas mayor Eric Johnson also referred to the storms as a “once in a thousand year weather event,” adding that it was the first time in 90 years that the area has seen that much rain in a 24-hour period.
