The number of people in Quebec whose first official spoken language is English has topped the 1 million mark for the first time in the census. The Quebec Community Groups Network sees it as an end of the dark days for English-speaking Quebecers, and evidence they are “here to stay.” As Olivia O’Malley reports, much of the increase is due to newcomers, so many of the Anglophones won’t be classified as “historic” under Bill 96 rules.
