Environment Canada says a “significant atmospheric river event” dumped “copious” amounts of rain on parts of the British Columbia southern coast, causing heavy flooding. In footage from early Monday morning, vehicles are submerged in floodwaters on 16th Avenue and Courtenay Street in Vancouver.
