Miami-Dade Mayor Daniella Levine Cava said on Friday that search and rescue crews are taking an “extraordinary risk” as they attempt to find people amid the wreckage of a partial building collapse in the community of Surfside, Fla., near Miami. “Debris is falling on them,” the mayor said, describing the extreme conditions rescue teams are working in.
