Ontario’s outgoing chief medical officer of health Dr. David Williams and incoming Dr. Kieran Moore defended the decision to move into Step 2 and not skip to Step 3, despite vaccination rates surpassing the thresholds set for the latter stage. They said with the Delta variant first identified in India still a cause for concern, such as in Waterloo region, and overall the double vaccinated rate is still relatively low.
