N.S. top doctor says breakthrough cases to be expected

The majority of positive cases were among unvaccinated individuals, but a small percentage of cases are considered to be breakthrough cases where people had already received one or two doses of vaccine. As Alicia Draus reports Dr. Robert Strang says this was to be expected and is happening all across the country.
