Warm weather brings homeless camps back to city neighborhoods

With the warmer weather upon us, more and more people experiencing homelessness are trying to find places to live other than shelters. Once again, tent cities are popping up and as Phil Carpenter explains, politicians and outreach workers say something needs to be done to prevent more encampments from popping up.
