More than one month after they were ordered closed by the Quebec government to stem the pandemic’s second wave, non-essential stores were allowed to welcome customers through their doors again on Monday. As Benson Cook reports, the industry is just holding out hope that this will prove the last time they have to emerge from a shutdown.
