RCMP Cpl. Jennifer Clarke explains why the force has no record of a 2011 Officer Safety Bulletin about the Nova Scotia gunman. The bulletin warned police officers in the province about a tip that said the gunman wanted to “kill a cop” and that he owned illegal weapons.
