Why is the reduction to benefit British Columbians on income assistance coming now?

At Tuesday's weekly media briefing with the premier, a reporter asks John Horgan about Monday's debate in the B.C. legislature about the end to a benefit helping people on disability and income assistance and is there something else to make up for it coming in the budget?
