Paul Champ, a lawyer representing the B.C. Civil Liberties Association, says it's "shocking" to learn that the RCMP used plain clothes officers to monitor an anti-pipeline workshop held at the United Church in 2013. The RCMP civilian watchdog said the activities of police were "reasonable."
