Democratic presidential candidate and former vice-president Joe Biden told supporters at a campaign event in Luzerne County, Penn., on Saturday that he would not ban fracking “no matter how many times that Donald Trump says it” but added that he would end fossil fuel subsidies and invest that money in clean energy and carbon capture.
