Employment Minister Carla Qualtrough on Wednesday stressed that the Canada Emergency Response Benefit (CERB) was a “blunt instrument” that had been put in place during the COVID-19 crisis, stating that the move of CERB recipients to Employment Insurance will go “seamlessly” and without disruption.
