Finance Minister Bill Morneau told a finance committee hearing on Wednesday that it was not his responsibility to sign agreements or to consider which organization would be receiving contracts when asked if it was the responsibility of Diversity and Inclusion and Youth Minister Bardish Chagger to sign the final contract with the WE Charity Foundation to run a $912-million student volunteer program.
