While many business are champing at the bit to reopen, the city of Toronto will remain in stage two of Ontario’s reopening plan while much of the province moves forward. Both Mayor John Tory and Dr. Eileen de Villa commended the province’s willingness to not rush the reopening due to Toronto’s unique circumstances. Matthew Bingley reports.
