Coronavirus outbreak: Trudeau leaving concerns about COVID-19 fines, arrests up to the provinces

Speaking to reporters outside Rideau Cottage in Ottawa on Monday, Canadian Prime Minister Justin Trudeau said his government will continue to encourage physical distancing and provide the best public health recommendations, but is leaving concerns about coronavirus fines and arrests up to the provinces.
