New York Governor Andrew Cuomo said on Sunday that construction and manufacturing sites with low risk of COVID-19 infection will be able to reopen in the first phase of state reopening. He added that the plan is to leave two weeks between each phase and the other to monitor the effect of gradually reopening businesses.
