Dr. Eileen de Villa, Toronto’s medical officer of health, identified two distinct COVID-19 outbreaks in Toronto: one in the broader community and the other in congregate settings, particularly in long-term care homes. She said they’re considered distinct since they occur among two different populations with different risk factors. The doctor added that hospitalizations for COVID-19 have been driven by cases in the broader community and that deaths have been driven largely by the long-term care home outbreaks, and thus, different actions must be taken to protect people in these settings.
