New York Gov. Andrew Cuomo said Friday that the federal government must ensure appropriate funding is given to every state in order for them to slowly reopen. He said the government had given states “zero unrestricted funding” to do so, stressing that while he still agrees that the states must decide when and how to reopen, they need funding to do so.
