Speaking about government spending to contain and combat the COVID-19 pandemic on Monday, Canadian Prime Minister Justin Trudeau said that Canada had always kept a “rainy day fund” of money in case of a federal emergency, but said that in his government’s opinion “it’s raining” right now.
