Province to build two ‘navigation centres’ for homeless based on California model

One of the items in Tuesday’s provincial budget has taken its inspiration from a program that’s proven successful in the U.S. BC is getting a pair of so-called “navigation centres” to help the homeless. Jordan Armstrong has more on what they do – and how they’ve worked out in California.
