An Ajax couple has been waiting 11 months for a contractor to finish the job they paid for. O’neil and Jessica Richards say they paid $33,000 in cash over four installments for a finished basement. When the contractor walked away, they sued and won a legal judgment but still can’t collect. Sean O’Shea reports.
