During budget times council can be inundated with requests for funding from handfuls of community agencies. The challenge remains there's only so much of the taxpayers money to go around. As Jesse Thomas reports city council is now looking to cap its funding for outside organizations so it doesn't get out of hand and become a burden on the taxpayer.
