Grand Forks residents react to flood buyout plan

Months after major flooding damaged entire neighborhoods, dozens of Grand Forks residents remain out of their homes.
The city has come up with an elaborate flood prevention and repair plan, dependent on provincial and federal funding,
but reaction from affected residents is mixed.
