California children allegedly held captive by parents tied by ropes, then shackles: authorities

California authorities said Thursday that the couple accused of keeping their 13 children captive and malnourished started punishing them many years ago by tying them up and then started using chains to shackle the children. Authorities say the parents also let the children see different food but not eat it.
