Montreal’s SPCA West may close

Montreal’s SPCA West says it is struggling with an influx of dogs because of proposed breed-specific legislation in Quebec. As Global’s Sarah Volstad reports, the organization says it is no longer able to take care of all the animals and may be forced to move or close.
