President Donald Trump’s memorandum on Tuesday directing agencies to expedite approvals for the remaining construction of the Dakota Access pipeline are raising concerns over a possible conflict of interest, despite the fact that in December Trump sold his stakes in Energy Transfer Partners, the developer of the contested pipeline.
