“They’ve spent millions of dollars on the Olympics, but it hasn’t improved our lives at all,” Mendonca says. “The shootings have gotten worse.” He recorded a video with his smartphone on Aug. 8, which appears to show a favela resident armed with a semi-automatic weapon firing at police in broad daylight.
