Bernice Sampson, the mother of Katelynn Sampson, was emotional while speaking about 173 recommendations for the Children’s Aid Society and the province’s Ministry of Children and Youth Services, which were handed down by jurors in a coroner’s inquest into the death of the seven-year-old girl.
