470,000 Failing Toronto water meters need to be replaced beginning this spring

Several North American cities, including Toronto installed smart water meters which are now failing earlier than expected due to faulty batteries in transmission unites. The city announced Monday that it will begin a three-year-long process of replacing the transmission boxes in April, which is expected to cost $103 million. Matthew Bingley reports.
