Quebec's two largest cities joined forces to denounce the provincial government's immigration policies. The mayors of Montreal and Quebec City insist a grandfather clause needs to be issued to grant permanent status to immigrants who are here on temporary visas, as part of the PEQ program. The mayors argue the temporary workers play a vital role in helping their cities develop. Tim Sargeant reports.
