Kremlin rejects ‘unconstructive’ Ukraine peace counter-proposal

The so-called “28-point plan” to end the war in Ukraine has been criticized for heavily favouring Russia and requiring Ukraine to relinquish territory. In response, a European counter-proposal places Ukraine’s sovereignty at the centre of any potential agreement.
