In Winnipeg, police have arrested a man linked to a spree of nearly two dozen arsons in just six months. He’s accused of setting fires to bars, restaurants and even the offices of two provincial cabinet ministers. And while many are breathing a sigh of relief, the arsons are, as Melissa Ridgen explains, part of a larger problem in Winnipeg.
