The City of Edmonton is facing a $1.5 billion shortfall in its capital budget and it is expected to get worse. After Mayor Amarjeet Sohi blamed the choices of previous city councils, Sarah Komadina spoke to former mayor Stephen Mandel, as well as current councillors aspiring for the top job – Tim Cartmell and Andrew Knack – about where they think the city fell short.
