Each year the city's ferry service shuttles enough people across Toronto's inner harbour to make it one of the biggest operators in the country. With new electric ferries on the way, the city is looking at enhancing the service and part of that includes shifting the responsibility of managing the fleet. Matthew Bingley reports.
