West Kelowna city hall goes over budget

Construction for West Kelowna’s new city hall is more than 30 per cent over budget. The city is disappointed in the high costs, promising not to repeat similar cost overruns. As Victoria Femia reports, it’s also ensuring taxpayers won’t be saddled with it.
