Are hit-and-run incidents on the rise in Halifax?

Reports of hit-and-run accidents seem to be on the rise in the Halifax region, as well as reports of more aggressive driving behaviour. It’s raised questions about whether these incidents are actually increasing statistically. Angela Capobianco reports.
