Alongside Budget Chief Shelley Carroll, Toronto Mayor Olivia Chow on Monday proposed the city’s 2025 budget, which includes a 6.9 per cent tax increase to help fund operations — a 5.4 per cent residential property tax hike and 1.5 per cent for the City Building Fund. Chow said the spike “will mean change in Torontonians’ lives.”
