New York City’s new congestion toll kicks in, would it work in Toronto?

New York City has launched the first congestion pricing plan in the U.S, charging drivers entering parts of Manhattan during peak hours. We hear Canadian reaction on whether such a plan could work here, especially in a city famous for it’s own traffic challenges. Lexy Benedict reports.
