A judicial recount that could affect the balance of power in Victoria wrapped for the day Thursday without a final decision. The NDP, which holds a one-seat majority in the legislature, won the riding by 21 votes. But the judicial recount has uncovered 28 ballots that weren’t included in the original tally.
