Why is Montreal not undertaking the same kind of massive overhaul of its storm drains as Toronto?

The historic floods in Montreal are sounding the alarm that many cities and town need to upgrade their underground storm drains and wastewater systems. Toronto has already started an overhaul of infrastructure. Why isn’t Montreal doing the same? Tim Sargeant reports.
