Hydro-Quebec’s plans to increase the cost of electricity in province

Hydro-Quebec is planning on increasing electricity rates to all its clients on April 1 next year. The public utility company is seeking hikes of three per cent for residents and 3.9 per cent for businesses. As Tim Sargeant reports, Hydro Quebec says the increases are justified.
