The family of Steven Nguyen, who was shot to death by police nearly three years ago, is disappointed in Alberta’s justice system. Police watchdog ASIRT has now said there are reasonable grounds to believe an offence was committed. But as Erik Bay reports, the Alberta Crown Prosecutor Service said charges will not be laid.
