Russian President Vladimir Putin has replaced his defence minister, Sergei Shoigu, on the same day as a deadly explosion at an apartment block near the Ukrainian border. Russian media say at least nine people have been killed after an intercepted Ukrainian missile hit the building in Belgorod. It happened not far from where Russia claims to have seized villages inside Ukraine’s border. Redmond Shannon explains.
