There’s was a collective sigh of relief among members of Montreal’s Caribbean communities as news broke last week that the city had approved plans to throw a Caribbean carnival parade this summer. It follows the cancelation of the annual Carifiesta parade last year when Montreal denied organizers a permit to host the event. But as Phil Carpenter reports, with a new organization and a new name, the event could be something even bigger.
