A new study suggests the number of overdose deaths in Toronto neighborhoods surrounding a safe consumption site have decreased between 2017 to 2019. But as Noor Ra’fat Ibrahim reports, community members are faced with a dilemma about the price that they say they’re paying while living near a SCS.
