An estimated 1000 private seniors’ homes have shut down in the past decade in Quebec. The Quebec government announced a new plan on Tuesday to stop the bleeding. The province will spend $200 million to help struggling residences provide services to seniors whose health is declining. Global's Dan Spector reports.
