Why do so many homeless resist going to shelters in Edmonton?

The Alberta government insists there are enough shelter spaces but still, hundreds of people remain on the streets as the temperatures plummet to dangerously low levels. Breanna Karstens-Smith speaks to those who work with the homeless about the perceptions and what more needs to be done.
