As soon as some homeless encampments are removed, new ones emerge – or are rebuilt at old sites in central Edmonton. The cycle of poverty, addictions, mental health concerns and rejecting society that lead sto people being on the streets is a complex one – one both Edmonton police and the homeless themselves say will challenging to change.
